Egypt launched its first National Open Data Policy in August 2025, serving as a landmark transitional framework ahead of the forthcoming Data Governance Law. Overseen by the National Council for Artificial Intelligence (NCAI), the policy establishes a transformative "open by default" principle for non-sensitive datasets, providing free-of-charge access to high-value information through a centralized national portal (data.gov.eg). This initiative aligns Egypt with global norms—such as the Open Data Charter—by adopting permissive licenses and standardized metadata to ensure international interoperability.
This shift toward a transparent, data-driven operating environment offers significant strategic advantages for international businesses and development partners. By releasing machine-readable datasets across sectors like trade, energy, and logistics, the policy lowers market entry costs and enables precision in customer targeting and investment decisions. Furthermore, the reform is expected to fuel a surge in demand for cloud services, analytics platforms, and data infrastructure, while empowering local startups in fintech, agri-tech, and healthcare.
